AT&T Applications Regarding COLR and ETC Designation

It stands for Carrier of Last Resort. The company formerly known as Pacific Bell wants to get out of its responsibility to provide landline service to me. No one else wants to come up to the plate. I have refused to allow them to replace my copper with fiber optics.

It pains me that landlines are being treated like an annoyance to the companies that provide the service. In my case, the company formerly known as Pacific Bell, will ask me if I want cellular service or cable service. Why would I want to use their company if they treat a service near and dear to me like trash?

Just my rant for now...
