I think it's that Bill was so liked by young people. The GOP has struggled with new votes for a long time and the 90's got bad. The start of when it was clear by age who likes who. You make a good point. The GOP has tried to garner the younger voter. The Bush family wanted to get the latino vote, but there was always a pushback from the rightwing, and then trump came along.
