In Trump's mind, any accusations against him for his criminal behavior are perjury and the accusers should be prosecuted. He is supposedly the innocent victim who has the right to avenge his perceived accusers by any means possible, even if criminal, which is the type of behavior that invoked the accusations in the first place. It's not unlike the aggressive-protectionist mindset of the fascist leaders of the 1930's who claimed they were victims and simply recovering property that was rightfully theirs and avenging those who they thought violated them.

After spending $750 billion on the military as part of a fiscal package, Trump said that he realized it was expensive. His justification for it was the superficial remark 'but hey, we need it.'
