The 2016 Trump campaign targeted the swing states with significant electoral votes, making promises to each state: farmers in IA, OH, and WI; auto workers in MI and OH; steel workers in PA; coal miners in WV. MI, PA, and WI are expected to be critical to his 2020 campaign which he won by very narrow margins in 2016. Trump has to make the same promises to these states again after his lackluster delivery during his first term. He is already telling voters to put the Republicans back in control of the House in 2020 so that he can once again try to fulfill his 2016 promises that didn't materialize in his first term.
The more general promises he made to the entire country that require significant financial and legislative action didn't materialize, such as major infrastructure repair (the would-be tax money was expended on his corporate tax cut), inexpensive healthcare for all, tax reform, immigration reform, reducing the national debt and trade deficit (both have increased), improving education, and reducing student debt. These are problems that require leadership and cooperation with Congress which require the governance expertise that he is lacking. This is in contrast to Trump's unilateral mode that includes executive orders, presidential memorandums, declaration of fake emergencies, political stunts, and twitter rants. Trump didn't follow through on his fringe, cheerleader, dog bone promises, such as prosecuting Hillary (the investigation started by Sessions came up empty), finding the alleged 3 million illegal votes that supposedly went to Hillary instead of him (Trump's investigation group disbanded after yielding no results), his proposed outright ban on all Muslim travel to the U.S. (Trump watered it down twice heavily to avoid court injunctions), and making Mexico pay for his wall (the U.S. taxpayers are paying for it).
