Presque vu is the tip of the tongue phenomenon, in which you know that you know something, but can't quite recall it. Jamais vu is the feeling that something familiar appears strange and unfamiliar. It is the opposite of déjà vu, which is the feeling of familiarity that occurs in an unfamiliar/new context.
well that explains something completely unrelated for me. there's a park not super far from here called presque isle, and i always kind of wondered why it was called that when it's actually a peninsula. apparently once translated it's accurately named "almost island."
Scientists have tried to explain deja vu in terms of neurons misfiring, but I think anyone who has genuinely experienced it can testify that that is not the case.

I don't believe in parallel universes. But I do believe that the laws of time that seem to govern the material world in a particular way don't apply to consciousness in the same way. We can have dreams of the future, and finally when we live that future, it seems uncanny. That's one way to experience deja vu. The other point is that the future, and our consciousness within it, already exist. It's no wonder things seem familiar to us at times, because they intimately are. In my opinion, this is a block universe where the past, present, and future coexist simultaneously. And conscious awareness does have the capability of bridging the gap between the past, present, and future.
