    "WASHINGTON — President Trump’s top two officials at the Department of Homeland Security are illegally serving in their positions, with appointments that violated the laws governing who can fill Senate-confirmed posts, according to a report released Friday by the Government Accountability Office.

    Chad F. Wolf, the acting secretary of homeland security, and Kenneth T. Cuccinelli, his deputy at the sprawling agency, are serving in violation of the Federal Vacancies Reform Act, which specifies orders of succession when senior officials resign, according to the G.A.O., Congress’s nonpartisan watchdog.

    The report said the improper appointments began after Kirstjen Nielsen was forced out of office as the department’s secretary in April 2019.

    “Because the incorrect official assumed the title of acting secretary at that time, subsequent amendments to the order of succession made by that official were invalid,” the Government Accountability Office said on Friday. The agency said that Mr. Wolf and Mr. Cuccinelli “are serving under an invalid order of succession.”"

    "The Trump administration’s decision to freeze the release of security assistance to Ukraine violated the law, the Government Accountability Office (GAO) said in a new report.

    The independent watchdog said in an opinion issued Thursday that the Office of Management and Budget (OMB) withheld the appropriated funds last summer not as a programmatic delay but in order to advance the president’s own agenda.

    By doing so, the watchdog concluded, the White House violated what’s known as the Impoundment Control Act (ICA).

    “Faithful execution of the law does not permit the President to substitute his own policy priorities for those that Congress has enacted into law,” the report said. “OMB withheld funds for a policy reason, which is not permitted under the Impoundment Control Act (ICA)...Therefore, we conclude that OMB violated the ICA.”

    The GAO opinion touched on a matter at the center of impeachment proceedings against President Trump: The decision by the White House to withhold nearly $400 million in U.S. aid to Kyiv as it fights off pro-Russian separatists."

    "BEDMINSTER, N.J. — The Democratic-run House on Sunday demanded that leaders of the U.S. Postal Service testify at an emergency oversight hearing Aug. 24 on mail delays as concerns grow that the Trump White House is trying to undermine the agency during the coronavirus pandemic while states expand mail-in voting options for the November presidential election.

    The House Oversight and Reform Committee said it wants to hear from new Postmaster General Louis DeJoy and from the chair of the Postal Service board of governors, Robert “Mike” Duncan. With heightened scrutiny of its operations, the agency is now requesting a temporary preelection rate increase, from mid-October through Christmas, though probably not for first-class letters.

    The agency did not immediately respond to requests for comment about whether the two men would appear before the House committee.

    Pressure is increasing on DeJoy, a major Republican donor and ally of the president, who has said he is modernizing the money-losing agency to make it more efficient. DeJoy has made cuts in overtime for postal workers, imposed restrictions on transportation and reduced of the quantity and use of mail-processing equipment.

    “The postmaster general and top Postal Service leadership must answer to the Congress and the American people as to why they are pushing these dangerous new policies that threaten to silence the voices of millions, just months before the election,” congressional Democrats said in a statement announcing the hearing.

    The lawmakers included House Speaker Nancy Pelosi of California and New York Rep. Carolyn Maloney, the committee chair, along with Senate Minority Leader Chuck Schumer of New York and Michigan Sen. Gary Peters, the top Democrat on the Senate Homeland Security and Governmental Affairs Committee, which oversees the Postal Service."

    Trump has made this difficult by making up excuses for people to violate the social distancing guidelines formulated by his own administration. Instead of being a calming voice and responsible, he thrives on generating chaos as a means of splitting the country into an in-group and out-group which he uses to appeal to his base.

    An example is an event on August 7 that he said would be a press briefing at his golf resort in NJ. He turned it into a pep rally for himself by having a group of his club members and supporters present to cheer him during the event. Most were standing close together an not wearing face coverings. Trump excused it by saying that there was a social distancing exemption for them at the expense of admitting that they were there to protest the media (at what was supposed to be a press briefing).
