Trump could potentially end up in a situation where he may want to pre-emptively pardon his associates who may have illegally attempted to garner a pardon from him.

About the only way Ducey could have snubbed Trump more would have been to answer the phone, say nothing, let Trump hear the signing ceremony, and then hang up on him.

Another reason Trump is upset that Arizona governor Ducey signed the election certification is because it allowed Democratic Sen. Mark Kelly to be sworn in promptly.

All at a cost to the tax payers of over $100,000 dollars,

 

Plus Trump did a joyride around the hospital.

A photo of him was released before the joyride showing him signing a blank piece of paper to brag that he was supposedly hard at work at the hospital.

The timestamp on the photo was about ten minutes before his joyride. It was an opportune time to do the signing gimmick when they had him dressed for the joyride.
