Giuliani was trying to say that McConnell's desire to finish the certification of the electoral votes, after the riot that he and Trump invoked and perpetuated, supposedly angered people in the swing states that Trump lost enough that the legislators in those states would change their electoral votes to make Trump the winner and send them back to the Congress for certification.

This maneuver by Giuliani is after hours of rioting meant to impede the Congressional certification to buy Giuliani time, after Pence said he couldn't overthrow the results, after the electoral college had already voted on December 14, and after states had certified their electoral votes before December 14. Giuliani was still convinced he could overthrow the election for Trump.

Trump and Giuliani are delusional.

 

The reason Mike Lee received it on his voicemail is because Giuliani dialed the wrong number and Lee probably couldn't answer because of the siege which left members of Congress in lockdown and disarray, fearing for their lives.
