The plan by Trump came shortly after he tried to coerce the president of Ukraine to start up a public investigation of Biden by withholding U.S. military aid. Trump's advisors were already frustrated and trying to put out the flames of that scheme when he started another one about using his Doral resort for the 2020 G7 summit.
