Trump used the National Guard to quash protestors he didn't like, such as those affiliated with Black Lives Matter. He did it by going to states with Republican governors and saying that the troops would be used on training missions, a loophole that allowed them to be deployed to other states without invoking the Insurrection Act, which would have looked bad politically for Trump. It allowed their use in states run by Democratic governors who wouldn't cooperate with Trump.
