Trump would need to make a proclamation or issue an executive order to try to eject migrants and others from the U.S. He could try to cite the Alien Enemies Act as a reason for doing it but wouldn't be able to use the Act itself because it is meant for wartime. Congress would need to declare war on the people Trump doesn't like (migrants and whoever else).
