Congress will eventually need to intercede, but that may require a great deal of injury to the country before the GOP has enough courage to counter Trump. Congress rewriting acts and and other legislation that Trump is abusing (like how it revised the Electoral Count Act of 1887 in late 2022) would be a brute force method of stopping him and would mostly preclude him from using the conservatives on the Supreme Court to wildly interpreted in his favor acts that Congress previously didn't write sufficiently carefully to avoid abuse by people like Trump which wasn't fully anticipated.
