No, the lyrics are not intended to be racist. The lyrics are more or less a satire on fascism. You really have to understand what the album is about to understand the lyrics, and vice-versa.
I was in a bad mood one day, and there were idiotic Student Body elections (rather currupt people buying votes with free drinks, shirts, etc) so i stood up on a table in the school cafeteria, and shouted "If I had my way I'd have all of you shot" ... the principle wasn't amused, yet I did get a few laughs (and some mean looks...), it was worth it after all.
