Note: Putting some research into this article (because it's interesting), there is evidence to support that it's fake. Also, it's hosted on a domain-less site. Not on something like "BBC.com." That's pretty suspicious. It's probably fake. Oh well.
Another bit of evidence to support the argument that it is fake is that the article is dated april 1.
It's Umbrella Corporation (TM). They are at it again. You would think that the leaders of the Umbrella Corporation would be in jail cells by now, but, as with all big campaign donors, they are still out there raising dramatic havoc in poor peoples lives. Edited to add: Anyone notice how the movie's don't follow the plot of the video games? In Resident Evil 4, the Umbrella Corp. (or their workers/ CEOs) was indicted, locked up, etc. for the stuff that happened in Racoon City... Pretty suspicious if you ask me, like the Umbrella Corporation escaped indictment by creating a parallel universe. That's my opinion, and I'm sticking to it (until it gets boring).
