Precious little info to go by, but I'd say when the roots can be seen through the drainage holes is the time to transplant, as a general rule.
depends on the pot size ... its probably better to transplant soon rather than later, then the plant has more time to re-establish itself and grow stronger before flowering - and flowerings what its all about
