The angels are the intruments God uses to act. Such is my understanding of them, anyways. Seems clear though, if God want's something done he send an angel to do it. I doubt that God is lazy. Only that God is not a tangible being, he is an undefined. I suspect "angels" are sort of manifestations of a certain aspect of god, like Hindu gods are aspects of the one, Brahman. God needs to cause an act of war? Send the angel of war. I also suspect that saints are humans who have become so Godly that they've become angels. Not that I actually believe in angels or the saints, but I'd say this is a proper analogy for the faith.
