    If you are in America, they can. They ID for lighters, pipes, and rolling papers, none of which contain tobacco, but are (supposed to be) used in a tobacco-related-capacity.

    umm maybe its made of lpastic, and u might smoke the fumes.... kind of like sellin spray paint to minors.. they might sniff fumes.
