For me, the best time to write is as soon as I get an idea. I try to always have at least a piece of paper that I can jot ideas down on, because I've had so many ideas going flying out my head somewhere between the grocery store and home:) People do tend to look at me oddly when I'm madly scribbling down an idea while waiting to check out at the store, but who cares?

I usually don't carry around paper/pen, although if I'm going someplace "inspirational" (for me, anywhere out in nature like the woods or the beach), then I do. And though I rarely get inspiration at work, when I do I usually find a piece of cardboard and scribble it down. I just stop what I'm doing to write, haha. Glad the bosses don't catch me ;)

As far as time to write, well, whenever inspiration hits. The whole day is open to it.

The best time i find to write is when it's not forced. I used to sit down determined to write something productive but it didn't always come. It's an instantaneous thing, you get the urge and it can be quite amazing the amount you get done. If you're worried you won't have paper/pen with you, always leave some lying around your house or buy a voice recorder so you can record what ever comes to mind, if only a few words of an opening paragraph.

i find that i write most complete songs at nite time (which really sucks because i like to sleep but i have a rule for myself where i must write down everything that i think of), though im always always scribbling down ideas at pretty much all times, especially in school, and sometimes i get lucky and get complete songs written during school. on average i have no less than 3 composition notebooks and no more than 4 with me at all times. :sunglasse
you'll never spot me without one of my trusty notebooks....ever.
