Language Conflict

*sigh*

I'm having conflict with the French language. Does this:

"Il n'y avait rien ete sur le plan culturelle" mean "On a cultural front, there has been nothing", or is it complete gobble-de-gook?

 

Tout à fait cela sur le fond, c'est à peu près ça ... dans la forme :

"Il n'y a rien eu sur le plan culturel"

What would be "gobble-de-gook" in french ?

 

gobble-de-gook oe

 

Gobble-de-gook = billevesée (je pense).
