Here is a cycle I've noticed in many people throughout my life: 1.) Person A is neglected. 2.) Person A looks everywhere for support, but gets none. 3.) Person A, having failed all attempts, eventually gives in and "stabilizes" 4.) Person A becomes one of the masses who are heartless to neglected people, and rationalizes it by saying "well I went through that and never got any help, so why should anybody else receive kindness?"
I've noticed that too in some people. Those are always the people I try so hard to be nice to... and usually end up getting the reaction, "ugh... why are you being so nice?"
