    taken from :

http://www.the-penis-website.com/problems.html#Your penis is covered with spots

Yes, well, you aren't alone in having them. This "problem" gets more coverage in Internet help sites than just about any other penis problem. Just try typing White Spots Penis into the search engine Google and you'll soon see what I mean. Men and boys seem to worry like crazy about these spots: they think they may have a sexually transmitted disease, or cancer, or they haven't washed enough, or masturbated too much, and so on and on and on......and all because there are white spots on the skin of their penis and testicles.

Well, if you're worried about this, stop worrying right now! These spots are called Fordyce spots and they are completely natural blemishes on the skin of the genitals - in both men and women, as it happens. They can appear all over the penis and testicles, including the glans and coronal rim. They may or may not have hair growing out of them, they may be tiny or a millimeter or two across, and you may have hundreds of them or just a few. They may appear quite quickly around puberty or in the early twenties. They are just a modified form of sweat gland unique to the genitals. You cannot usually squeeze them, so don't try (it's painful anyway!). Just leave them alone. They don't go on spreading indefinitely, but once you've got them, you've got them for life. The trick is not to care: and why should you? Every guy has them, and many women too. They are quite natural and harmless, and although they may not look wonderful, they will not offend a sexual partner. Anyhow, you can't do anything about them, so learn to live with them.

Yep, i believe it's a natural thing along with the others who had said it isn't "weird"
I get them sometimes, maybe a few times a year..since i first started my period.usually one or two whitehead zits (i pop them, no biggy) on the outsides of my lips, where the hair grows. I have actually thought about asking someone that has a little more knowledge in the subject of genitals and the human body, if it IS normal, and how to prevent it from happening, but then i thought, if i get them (and others do too), even before i was sexually active, there's not that big of a chance of it being an STD, right?

As for veins and all that other stuff..this might help you understand stuff a little better...you might have to dig on the website for some stuff, the bulliten board or Sexual Information part of the site might help you with your questions....i know it's helped me.www.talksexwithsue.com
    I think that's all i can say.

I'm pretty sure the white dots are normal. And as far as veins in your penis (oh no!) um...it's a penis. It needs veins in there so that the blood can flow and give you an erection...yeah...lol. I'd be more worried if you DIDN'T have any veins there, dude...:)
