Zionism The Balfour Declaration

I've recently read that the Balfour Declaration and the early beginnings of British and European Zionism, was all setup by the British Empire. To force the jewish people back to a land under their command, to trap the mid-east with their control of Egyptian an north african lands, and british Imperialist India. They would then takeover this land of Israel as another strongpoint. This was evident to Edwin Montague, who strongly opposed Zionism, and was a high ranking member of the British elite and being the spokesman for greater jewry in the UK at the time.
He said "I (and the jewish people) have spent all our lives in the ghetto, Why then would we ever want to be forced back?
