Not sure what country you are in I buy my lights from :-http://www.theonlineelectricalwholesaler.com
Look in the hydroponic section they sell all different grow lamps. I bought the 400W HPS with the extended spectrum growlux bulb. They seem to be the cheapest around. If you type in lowbay lights in the search on google/ebay you will get a HPS light for about £40. These are the same thing but the ballast is build in. Hence you need stronger fixing to fasten it to the ceiling. I prefer lamps with a seperate ballast.
HID lights are better but if for some reason you really dont want one check out the Enviro Lights on the sight I have given above.
For a starter light as mentioned earlier I would go for the 400W high pressure sodium lamp with the extended spectrum bulb. These can be used for both veg and flowering. If you live in the UK theres no need to spend more than £65 thats including Postage and packing and in the U.S.A thats the equivalent of about $100. Some hydroponic shops try and charge you well over the odds for exactly the same thing. Dont fall for it. My very first lamp cost me £20 second hand of an electrician who got it from a factory where he was changing the lighting. Remember the very cheapest ones are called Lowbay lights (they are used to light factories ,warehouses etc) these are still high pressure sodium but somewhat heavier because of there built in ballasts as mentioned earlier. But if money is't that tight buy one with seperate ballast. I'm starting to waffle . If you let me have a bit more info as to want you want i'll try and be a bit more specific.
P.s another cheapish online shop to look at is:-

Not heard of easy rollers. Ever think of growing outdoors. Canary islands would be plenty warm enough. Basically you need a HIGH PRESSURE SODIUM LIGHT just type this into ebay or google.
