Know of Legal Marijuana Alternatives?

Heroin and crack should be ilelgal except for in treatment programs. In those cases crack and heroin should be legal so it is not accurate to just say crack and heroin should be illegal. Currently crack and heroin are not legal in treatment programs in the USA, but they are in other countries. The key here is harm reduction for the hard drugs and total prohibition does not do that. As far as what to do to people who are caught with them, I would say that is tricky, but I don't want to hurt them, just help them.
