low strain 0.03% thc legal plant

    Hi i was watching a documentary on marijuana and theres a strain thats only 0.03% THC, and legal to grow. anyone know the name?

    Yeah, and you can smoke that all day, and you'll get a headache...hooray

    And even then, it's not legal to grow because the government is full of idiots...though some states do grow hemp...but I'm sure even then they need some sort of license that pretty much restricts them from growing anything substantial
