Yea, in WWII 'neutral' Sweden sold large quantities of arms to all sides so that they could kill each other with them in mass numbers, and made a fortune in the process-armies on both sides were shooting at each other with Bofors guns.
It's a damn good idea. They serve both sides equally, and make money while keeping their citizens safe.
Ten years ago the Project for a New American Century was writing papers to just this effect. And since most of their founders are members of the current U.S. cabinet, what would you expect. A handful of people are becoming rich at the expense of the lives of the little people. there is a moral spectrum on this. Canada restricts what countries it will sell small arms too. Although this is not perfect (ie: weapons for Haiti merely being smuggled throught the Dominican Republic), it is certainly an improvement. America is lacking restrictions such as this.
