alot of it is mental. what excites you? can you think about something or someone and get hard? maybe you can read erotic stories to help get you going? do you like to watch porn? get some erotic thoughts going on in your mind, or some video and audio stimulation from a porn. get your dick hard without touching it. once you get there, use some sort of lube or lotion and rub it all over your erect penis. do what feel best, but generally that is focusing on the head and the ridge of the penis. try swirling your hand on the upstroke. and feel free to use your free hand to play with your balls, anus, or nipples. you just have to experiment until you find what works for you.
if you ever plan to have enjoyable sex, you're gonna have to fix that. go take a hot bath and practise pulling back the foreskin (your mom or dad should have instructed you to be doing this from childhood) it may hurt a bit, it may freak you out a bit but work at it slowly each time trying to move it back a little bit more. the body does have the ability to do some tremendous stretching over time, especially skin.
