I was on the way home today, when i looked up at a third storey flat, there was a dog, staffordshire bull terrier, on the balcony, with no fencing,
the dog was scared, and obviously didnt know what to do, and was trying to get into the next balcony. It was vey unsafe. Why do people buy dogs when they cant look after them properly???

You should call the local animal cruelty prevention center and let them know of the unsafe situation that this dog is in. Either that or If I were you I'd knock on the door of the owner and ask him (nicely of course) why he is putting his dog in such a crummy and dangerous situation. If he seems like he is not a responsible
"owner" or doesn't love his dog then I'd offer him money to take the dog and then try to find the dog a GOOD home.

thats such a good idea, thanks! only i cant bring it home, as i already have 5 dogs, one is in heat, and one of them is a boy, one is a mother, and tthe last is a very small puppy, they are chihuahuas, chinese crested, and a jack russel, so i dont think it would be good to introduce them to a new dog at the moment, but if it was any other time, i would because i hate to see dogs in such crappy homes.
Since my post, i have seen yet more cruelty though, there was a drunken old man who had his dog by his side. The man was arguing with some lady who didnt seem like she was quite sober either, bearing in mind this is the middle of the street. Then his dog, a lovely brown labrador stopped to sniff at the ground. the owner realised the dog was not by his side, and was about a foot behind him, so he turned around and whipped the dog with his lead. Is it me or do these people who own dogs make me REALLY angry, and i feel so sorry for the dog, when they could go to such loving homes.

Answering your question: they just want to have pets and dont really know how much care and attention they need, that they are like humans, need care, love, security,..etc.

Any time you see someone strike a dog like that, call the authorities! It IS animal abuse. Even if there is nothing you can do....try. It's better to try something than nothing at all. When I Was a young teen I witnessed someone beating his dog. I did nothing because the people I was with convinced me that I should not call the authorities since "he was only babysitting the dog for a few days" and because I was so young and unsure of myself I was intimidated and I did nothing. I still remember that day like it was yesterday and I regret doing nothing....I even tear up when I think about it. Animal abuse angers me like nothing else.

Aww, thats really sad, it is so horrible to witness such abuse, i think ill find the number and put it on my cell phone, thanks for the advice.
And if they buy dogs and realise they cant look after them, because they need much more, love, affection, time, effort and money and care. Then shouldnt they do the right thing by putting them in an R.S.P.C.A centre, where they could rehome them to nice homes.

Call the authorities and more than likely it'll be put to sleep in a week's time.

Its not like the dog's being beaten... its just on a balcony.

Dunno about you but I'll take life over death anyday
