Links in Sigs

I was under the impression that having a sig that links to an EXTERNAL web site was banned recently, but I still keep seeing them about. Is it up to all of us to now report them or is it one rule for one person and a rule for another.

Seems unfair that some are still linking and some got their sig deleted or got banned recently. Anyone got any info.......?

some were spammers I admit,
the spammers ruined it for all......
