Seems like you're confusing apples and oranges. States and corporations are different legal entities. Then again I may not have a clue as to the points of your quoted post - especially the last line.
Our legal governor went to Washington during the energy crisis caused by Enron, and he was told he would have to deal with it. Now all of you other states want to stay high and mighty. He couldn't deal with it at the time because the feds had created legislation that protected Enron and their ilk. I wish you luck with deregulation. The little American should never fall for that again, the promise of lower prices and better service.... because it will never happen. Certain things like utilities have to be regulated in order to provide adequate services to all at reasonable rates with protection for those that can't afford to litigate. And more and more corporations are lobbying so that no one can litigate against them.
