I think Tony Martin from Black Sabbath has the greatest metal voice. He's one of the most underrated one too, not many people have heard of him. If not him probably Bruce Dickinson from Iron Maiden.

No one's mentioned Glenn Danzig. He was in The Misfits, then Samhain for a year or so, then Danzig. He's like a Satanic Jim Morrison. His voice is simple, but harsh. I think he's the greatest metal vocalist ever. Of course, there's Bruce Dickinson. Ozzy is amazing too. Ronny James Dio, too.

Not to mention: Maynard James Keenan, that one guy form that one band and the other guy from that other band. Anybody that has more than one band going on at the same time has to be doing something right.
Phill Anselmos as the greatest. strictly singing vocals Bruce Dickinson strictly screaming Michael Williams from the Agony Scene purely amazing at screaming. If you haven't listened to them, please check these guys out!
Well, I dont know if you can consider him a "heavy metal vocalist" . Maybe more classic rock than anything else, but I will say Ronnie James Dio. His work with Rainbow, then Black Sabbath, and then solo was and is the best for a so called heavy metal vocalist.
