we don't need to reduce our dependence of forign oil we need to eliminate our dependence on the use of combustion to generate energy and propell transportation (and nuke is still a form of combustion, however an esoteric one) we do not need 'clean' cars. we need our cities and intercity transport infrastructure to cease being dependent on the private passinger automobile as our primary means of transportation. biomass fuels are what we will burn in our homes to heat and cook on. that is the only place where the use of combusion has ever made sense or ever will. like everything else, what it really comes down to is our priorities. can wind, solar and hydro produce all the energy we absolutely need to consume? eventualy, if not neccessarily in our own lifetimes, they will have to. every roof shingled with photovoltaics, every windy ridgeline bristling with windmills and every dam and fast flowing watercourse turning waterwheels, all cogenerating into the common grid, ought to at least provide for eveyone to have a refrigerator and a computer and for the manufacture of the hardware for environmentaly harmonious and sustainable transport and other physical infrastructure. it's the idea of having to centralize energy production to keep making everything have to begin and end with little green pieces of papar that is backward headed and screwing everything up (both environment AND personal freedoms). likewise keeping people indentured for a car and a house so they can be brainwashed into immagining themselves free while in reality being kept enslaved by such defacto indenture. =^^= .../\...
We don't need to legislate clean operating vehicles, we need a clean petroleum industry that has to abide by full disclosure laws and restrictions.
Hear hear themnax Society has set up things in a totally illogical manner. Consider that we use clean drinking water to flush our toilets!
As the world and human consciousness evolves, we will not need any external energy sources what so ever.
