well, to me, you two do look like identical twins. But the angles are both fairly different. Why does it matter to you anyways? Is it going to change the kind of relationship you have with him?

It doesn't matter that much people just dont believe me when I tell them we are fraternal twins. We have different skin color and hair, his eyes are bigger than mine. He is an inch taller than me. I'm a lefty, he's right. And the most important one, we have different voices.
Just because you two were developed from two different eggs doesn't mean you don't still have the same parents. Looks are determined by genes and you both just got very similiar traits.
it's hard to say from your photos, but I know a pair of brothers who were born years apart who look more like each other than you and your brother do. The only way anyone can tell them apart is that one has blue eyes and the other has green, and I can't ever remember which is which - LOL It doesn't bother them, but they are at least twice, if not three times your age.

Ahhh, just ignore them. You two definitely look alike, but as you said, there are differences. And don't feel bad, I'm the mother of a set of boy/girl twins and I too have been asked if they are identical. I mean, duh, indentical means EVERYTHING is alike. Obviously, with a male and female, that simply isn't so! Myself, I always wanted an indenitical twin sister. Never had one, but always wanted one! Some say that I may have had one in utereo that didn't make it *aka* vanishing twin syndrome, which was why I was so fascinated with twins and always felt like something was missing, that I felt so lonely much of the time. And look, I had a set myself and there were no known sets on my side of the family whatsoever.
I knew a guy my age who looked EXACTLY like his father, I mean with the exception that his father had gray hair and looked 20 years older, but otherwise an unbelievable spitting image, and he'd get upset when people would point out how similar they look. Whether it agrivates you or not, twins or otherwise, the fact that you're related makes you look similar. The fact that you're twins, fraternal or not, makes you look more alike. Nothin' wrong with that. And besides, the differences between you two are more obvious to you than anyone else, likely.
my friend has twin girls, their 10y/o now, they arnt identical but there is no way i can tell them apart. for years (i've known them since the girls were 4y/o) i thought they were identical & then their mum told me they wernt & i was quite taken aback. they are so similar its funny how alike they are. you do look very alike your twin but pictures can only tell you so much, unless you were stood infront of me with your twin then i couldnt really tell you if you look identical.
