sure. just open the image/pic with an image editor and either reduce the size or quality with it. my favorite image editor is "The Gimp". it is free to dowload and install and is not shareware or any of that BS.
    The Gimp:

i believe you can change the size with paint too but it only exports with jpeg extensions and will rape the image quality.

you can also search for windows power tools and download the program called image resizer. you can shrink a pic and then shrink it again and again to whatever size you need

My favorite free image editor is Paint.net. It's pretty powerful and far more user-friendly than either Photoshop or the Gimp. It requires the .NET framework from Micro$oft (also free).

Robspace, I think he meant trying to upload to the galleries HERE.
First, we didn't get info on filetype. You all know .bmp's are much larger than .jpg's.
Even paint can change the filetype making it much smaller.

It is as simple as google. What I ALWAYS do is use a JPG otimizer - and I often don't have one on the machine I'm using so I do a search in google, which provides me with plenty of sites to download one from. Try it.
