Actually, it's not strictly legal in the Netherlands. It is tolerated, but not legal. You can be prosecuted if you have over a certain amount on your person outside a coffee shop, and coffee shop owners can be prosecuted for having too much on the premises.

While this is basically true, prosecution for having too much at the shop is rare and is more of a tactic to make money off of a fine than to actually punish the owner.
