But who has the right to give planning permission to build on the moon? Surely, the moon does not just belong to one country?

i suppose anyone can build on unclaimed space. no one can claim ownership of another celestial body, therefore no one can claim someone is trespassing when said someone decides to build there. is it rude? probably. illegal? no way.

I think that NASA is planning to seek the aid of other countries in building its base. I would expect Russia and the European Space Agency would have a role to play. I'm all in favour of space exploration, research and future colonisation and I think there's a lot to be gained from it in the long-term. I do, however, think that any future colonisation should be a joint endeavour on behalf of collective humanity, not of a single nation. Perhaps we had better get our own house in order before building any extentions....

agree with pnoenix and u.s. should share or make it a joint venture... also, i think we should give some land on the moon to the native americans to make up for the lands we have stolen

Doesn't this contradict the whole carbon emissions problem etc?
In order to build on the moon, you will need to send people up there in shuttles etc...

Well that attitude puts paid to ALL space missions, surely? It's hardly like they go into space every week, so i say go for it. Space exploration is vitally important in my opinion, for the very heart and soul of humanity, even if not in a practical way.

havent we done enough damage to our beautiful mother earth

i dont understand why they want to disgrace beautiful Luna as well
just a sad sad idea in my eyes

why not learn how to get the great Mother in good perspective first
and leave the other beauties alone

Apparently this idea of the idea has now been found to be fatally flawed - i can't remember how, but it is. In a number of ways.

just for the record it is the Bush administration that is spending money that does not exist, it has aready been shown that his administration is actively pursuing criminal and nonconstitutional ways and means to bring about their own goals. These do not represent the desires of the American citizen, even the sheep who voted for him are having second thoughts. They'd have third, forth and fifth thoughts if they knew about this.... future forfiet.
The moon base, yea go for it the space programs' record is clear; it is a definite benefit if not for the intrinsic value of the eventual ability to mine the asteroid belt, then for the spin off technology resultant from the effort. A permanent lunar station would have one hell of a waste recycling system as just one of the obvious examples. For a real awareness of the amazing benefits of the space program check out, The Right Spinoffs" So yea I support a drive to establish a permanent lunar station, it may just save the human race from its' own short sighted, greed stupidity.
