Condoms shouid be available everywhere, even in Latvia. Go to a place in your city where you are not known and buy them there. At 17 you think this is a big deal, but I guarantee you that 22 year olds in your city are buying them all the time. If you want a laugh, try to find the film "Summer of '42", which has a great scene in it of a boy about 16 going into a drugstore in 1942 seeking to buy condoms. It is one of the funniest scenes ever in the movies. And you will be having sex fairly soon, I guarantee it. The sex drive in humans is so strong that you cannot suppress it. Go with the flow.
One day you might feel differently about it. But for now if you don't want to have sex, then just don't. People are ready for things at their own pace.
