It doesn't. The Moon and Scorpio don't get along. The Moon is in "fall" in Scorpio. The full Moon is actually a weak Moon - or a Moon that isn't acting quite right.
What are the degrees and minutes of the Full Moon? Wouldn't it be more precise to say that that Full Moon falling in any of your natal houses should see something specific to that house manifest? (Full Moon = manifestation, realisation) One can LAO see where that Full Moon falls in one's Progressed Chart then correlate it to the natal chart, to see how they are inter-related. So while the full moon "rules" the 8th house of sex (Aries=1st, Scorpio=8th), inheritance, taxes, alimony, insurance, etc., death and rebirth, very few individuals will actually have a first house rising, or first house progressed. It may have nothing to do with sex (but it could be a manifestation of sexual energy released); it would directly relate to the house it falls in and any angles aspected (treated like a transit).
This is the modern interpretation. In traditional astrology, the 8th house is death, and sex would fall under the 5th. The house is "ruled" by Saturn. In traditional astrology, when it came to houses, the sign rulership was different than the planet rulership. In other words, the 1st house was Aries, and even though Aries is ruled by Mars signwise, the house is ruled by Saturn. It followed the traditional order of the planets. So: 1st house - Aries - Saturn 2nd house - Taurus - Jupiter 3rd house - Gemini - Mars 4th house - Cancer - Sun 5th house - Leo - Venus 6th house - Virgo - Mercury 7th house - Libra - Moon 8th house - Scorpio - Saturn 9th house - Sagittarius - Jupiter 10th house - Capricorn - Mars 11th house - Aquarius - Sun 12th house - Pisces - Venus Again this had nothing to do with sign rulerships. The logic was for instance, that if Mars was in the 10th house, it would be particularly fortunate since the 10th deals with public honors, so Mars' agressive and active nature benefits it. The modern astrologers changed this in the 19th century due to their lack of understanding of the symbolism involved. For instance Aries rules the 1st house since the 1st represent the native, Aries is the head, and Saturn rules birth since Saturn is the gateway planet. Very cool once you understand it. As for the Moon, when it is in Scorpio, it is in fall regardless of degree in this case. A planet in fall is not good at all. Full Moons in ritual really have to be understood since you don't always want it to be full. Normally a full Moon is not good since it is opposed to the Sun. Basically its nature is being overpowered by the light of the Sun. In some rituals it's fine, but you have to know when and why.
