He's probably just easing his way closer to you.. Just because it looks like he thinks there's a long way to go before he reaches your level of closeness doesn't mean anything bad.. Imagine all that extra time you both will have exploring your relationship.. I love NEVER having to rush or be pushed into getting close too soon.. Let him enjoy the tingling he must be getting right now from holding you by your shoulder.. He'll get tingles every step of the way, every time he edges a lilttle nearer to you..
i would think it just means he wanted to touch you and did. he didn't give you a noogie or a wet willy, right? hell, even then it doesn't mean anything. it's just distracting you from the fact that they have your breasts pressed against their sides or bellies. it was likely just a respectful beginning of physical contact.
if hes a fair bit taller to you, its probably just easier for him to reach around your shoulder than yoru waist while walking
