How much do you have to be earning before you must declare yourself self-employed? Or what are the rules and regulations of self-employment?
What do you mean? If you're self employed you're self employed. The prying eyes of the state want to know about it even if you only earn 3k per year and thus don't pay tax, they still want to know. There are lots of rules about self employment. I can be your resident advisor if you like although you must be aware that you shouldn't take any advice off anyone on the internet without doing a bit of your own research. I will also tell you I'm only part qualified with no intention of becomming fully so. Read about IR35, be hard but polite with the inland revenue. Stand your ground if you have acted reasonably. I'm not self-employed, but I've had a lot of people interested in my services. Give me a couple of weeks (or so) and I could probably stop doing my hated job and start out on my own doing what I love. I suppose I need to go and do some research.
Gahhh it was a nightmare for me - but i'm a bit thick. I don't think it matters how much you earn ????? - mmmmm if your selling cakes to your neighbours then well maybe you don't need to register . I've been self employed for 4 years now, and there's more to it than you might think. The links above are very useful, there's also a lot of useful info here : http://www.businesslink.gov.uk Main things to watch at the start are NI contributions, oh and of course your tax return..... make a note of EVERYTHING you earn and spend, even if you think it has nothing to do with your business.
Oh, and find a friend who can do bookkeeping and/or accounts - if you make anything like a living wage from what you do, they will be indispensible to you...

I've recently had 6 people ask me to take them on privately (on top of my full-time job), but I didn't know exactly what to do as I didn't know if this would fall into self employment or not.
