Yes and yes, but, if you have your period AND a negative pregnancy test, it's very unlikely that you are pregnant.
if u are pregnant then medically speaking u cannot be having a period. any bleeding that happens whilst pregnant is defined as a miscarriage.. whether it be a threatened/incomplete/complete etc etc. u can be pregnant and still have a negative pregnancy test (by this I suspect u mean a negative urinary test) as the amount of hormone (beta-HCG) in urine has to be above a certain level for u to test positive. if u are referring to a blood test then it's more simple.. anything above 5 is defined as positive and this would be detected within 24 hours of pregnancy.
someone told me once that she knew someone who'd only realised she was pregnant after six months and she had her period and had no clue that she was pregnant. but it''s virtually impossible in my opinion. mentruation is the release of the egg and the endometrius which will shelter the egg, so technically a period means no egg, no embryo, no baby.
some ladies may continue to have cyclical/frequent bleeds throughout pregnancy that may be misconstrued as a period.. medically speaking they are not periods. I'm being pedantic but the medical definition of pregnancy excludes having periods (cyclical breakdown of endometrium secondary to non-fertilisation of the oocyte).

Not everyone has regular periods. I've known several women whom have quite irregular periods. It is not unusual for them to go several months without. I myself had an IUD placed a few MONTHS ago. I've bled EVERY SINGLE DAY since. I could be pregnant and have no idea, because I bleed all the time. Just because someone's body isn't acting in a "regular" or "normal" way, doesn't mean the women are stupid, or unfamiliar with their bodies. If it is "normal" for you to not have a period for six months, you aren't going to question it. Also, some women carry their babies very far inside of their bodies, so it does not show. I knew a woman (friend of my sister) who was anorexically thin. She disappeared one day. When I inquired about her, I was told she was in the hospital. Shocked, I asked what for. "She had a baby" was the response. I was completely stunned. I had no idea she was pregnant. She had carried a child, to full term and never got out of a size 6 jeans-and she was about 5 foot 6 inches tall. She simply carried the baby more inside of her body, than most women do. So, imagine the situation... You have irregular periods, so you aren't surprised when you don't start... You carry the baby very far inside, so you never show on the outside... Then, all of a sudden, you're standing in the grocery store and you break water.... Yeah, it can happen. Women can have babies and not even know that they are pregnant (and they don't have to be obese to do it-just irregular and not obviously showing).
Can you be pregnant and stil be having your period and/ or get a negitative pregnancy test? Hi there, I am speaking from my own personal experience here... I had 3 normal monthly periods then the 4th months I just spotted and stopped... With having a normal period the cramping and all the same amount of days on my period and all I didnt think I could possibly be pregnant... The 4th one though wasnt normal so I bought an home pregnancy test and it was positive... Set up a doctors appointment the very next week and the confirmed yes I was pregnant... The doctors test was done in January the 7th and I had normal periods in September, October, and November the December one was off though.... After the test in January.... 5 months later on June 24th I gave to a very healthy baby boy.... and I know that medically speaking they say it cant happen but it did with me and the doctors didnt seemed shocked by it but sent me immediately for an ultrasound to make sure the baby was okay...
