Me and my friends all have a kick ass rope, that we tied to the bridge, to jump into the deep, rockless, COMMPLETELY safe water with. SOme loser called the cops, and next thing I know, I get a phone call from my friend marcus, saying he just drove by, and that the pigs were stealing our rope.
I asked my gramma why they would ruin our fun like that, and she said its for liablility purposes. Her being an original hippie, she thinks its bullshit too.

Is there any way to change this shit? Its really annoying.

Doesn't have anything to do with cops being assholes (they are, for the most part). If you and billy joe jump off the bridge and just happen to injure yourself (somehow, it's not completely safe and you know it) then the city is liable. And tehre are enough money-grubbing assholes that would sue over their or their children's stupidity that it's simply not financially prudent to allow a relatively safe activity.

if they see you doing it again after they took the rope the first time, you could face some legal troubles. i got a warning for disorderly conduct for jumping off of a bridge a few years ago, and they said if i do it again i would be charged with DisCon.

See this is one place where I'd just continue doing it but take the rope down after each time.

The thing is if the law is stupid or unjust it's our jobs to break it if we feel strongly enough about it.
