Size of army

Hi, I'm setting up for two rooms: with 6 x 660W HPS(Eye) each using adjusta-wing reflectors and was wondering how many little samurai I should be trying to squeeze in under each set of three? Ventilation is sorted. Height is 1.9m Width is 2.7 Lenght 3.2m I was thinking two tables per room with rows of 4 x 9 each as the slightly larger 660 (as opposed to 600) should provide more light along with the reflectors. Is this too ambitious? Can anyone recommend a max number for me? Also does anyone think it's a better idea to run with 2HPS and 1MH for the flowering period? Lastly, is a light mover a good way to go? I've been looking at the Jupiter II mover series. Budget is not a constraint and all environmental variables have been covered without a doubt.
