San Pedro cactus powder legality?

    I was just bored and surfing on ebay, and came across some san pedro cactus powder. I know san pedro is legal to own and cultivate in the United States, but would the dried cactus tissue in powder form arise any suspicion from customs if I were to have it shipped from out of the country? I know for a fact that that all parts of the cactus are legal, but you can never be too sure with our country's often biased and unfair legal system if I would be abridging some sort of minute detail of some rediculously unfair law. I suppose the dried powder could be used as an incense, but I don't know if that would hold up in court.

    I would appreciated any answers/opinions before I risk anything.
