To file a report all you have to do is call the cops or go to the station. Don't expect them to do much especially if there aren't major bruises/injuries. There is no way you could leave and take the other kids. Eventually the cops would find and return you/them. Your best bet would probably be to work on your mom. Try to convince her or trick her into leaving. Once you reach 18 you could legally try and take the other children from them but you would have to prove neglect/abuse and prove that you could support them. I would say work on your Mom.
you may want to get a voice recorder. you can find them pretty small and cheap. most newer cell phones have voice recorders. or you can just dial 911 and let them hear whats going on without him knowing the phone's on.
If all this say goes to court.... You would have to legally say when recording i'm recording you . that way there they can't say no i didn't or theres no surprise . no judge can accept VR w/o it saying your being recording or today's date is at this time and Joe Blow is speaking did you hear what i said?
How long 'til you turn 18. When you do they're are much more things you can do. The Police will listen to you better, you can legally leave, and you could potentially take your siblings. If you're close to turning 18 then my advice would be wait, even thought it sounds hard. if it won't be for a while, then I really don't know, and I'm sorry.
