While they're at it, why not impose sanctions on the appearance of Black Holes in the Universe?!?!?!? They will have the same result and authority as trying to control the appearance of Buddha(s) and/or Bodhisattva(s).

Besides, there's already a law controlling the appearance of a Buddha ... a Buddha cannot appear while the teaching of a previous Buddha are still present ...

However, a Bodhisattva can appear at any time, at any place, and more than one ... two ... three ... ad-infinitum ...
