China has passed a law requiring all living Buddhas to seek gov't permission BEFORE they reincarnate! http://www.timesonline.co.uk/tol/news/world/article2194682.ece The obvious reason for this is to let China control who becomes the next Dali Lama, and those tulkus under him. Of course how they expect to enforce the rule is another story. I can just see the chaos and confusion in the Bardos... "Sorry, you can't reincarnate cause you don't have your papers in order..."

Thats quite arrogant of them to assume that the next Dali Lama is going to live in china anyway and to control him/her would be useless. Its just anouther way that government is going to try to use an otherwise peaceful religioon to gain its own means. The shame in using someones own spirituality to control thier lives is horrible.

Interesting article. Either it's true, or it's a satire (the article). While they're at it, why not impose sanctions on the appearance of Black Holes in the Universe?!?!?!? They will have the same result and authority as trying to control the appearance of Buddha(s) and/or Bodhisattva(s). Besides, there's already a law controlling the appearance of a Buddha ... a Buddha cannot appear while the teaching of a previous Buddha are still present ...
