That's a wooden indian chillum. To smoke one properly, you hit it just like a regular chillum, but you cover the mouth piece with a wet cloth, so the smoke is filtered. You're supposed to hit it sort of like a tobacco pipe, just puff away and what not, not huge rips.
Two reasons... in the vedic tradition sadhus have smoked out of chillums in honor of lord shiva (mahadeva) for thousands of years.. it makes no since in a spiritual tradition like tantric shavism or rastafari not to smoke out of a chalice or chillum because those traditions are not consistent with the evolution of smoking technology... if anything they want nothing to do with modern technology which is sorta obvious with the sadhus because they tend to live up in the Himalayas often isolated from the rest of society(and it varies depending on what sect of Rastafari you are talking about).. the other reason is convenience and its ability to be well hidden. I love chillums when I'm in the city because I don't need to go find a safe spot to smoke... I pack it up and light it like I'm lighting a cigarette ...puff hard and exhale as you walk... perfect and also perfect for traveling because you use only a little herb (minimal smell) and they can be hidden if you get pulled over or if your traveling by greyhound you just pack it up on the bus and smoke at every rest stop. Its small and looks like your smoking a cigarette so as long as your not up wind of anyone they wont even question what you are smoking since you're in public.
are you talking about a one hitter? ive never seen a chillum that even remotely resembles a cigarette. i think it would be pretty obvious smoking a chillum in public unless it was really small or something.
uh, well, thats because it IS a chillum a chillum is a big pipe. simply because glass bats/onehitters somewhat resemble chillums in their structure, they've taken on the name "chillum" in the west. but they arent chillums. chillums are what you see in the video in the link. they're huge. traditionally chillims are made from wood, clay, or stone. not glass. you can get relatively inexpensive chillums from grasscity, as well as chillum stones.
a chillum is just a cone shaped tube, made from natural materials. a small "stone" cut in such a way as to stop up the pipe yet allow airflow through it is placed inside. this is the precursor to the metal pipe screen. usually a moistened cloth of loose weave, such as gauze, is fastened around the bottom portion of the chillum. tied on. the chillum has no mouthpiece. it is the most sanitary form of group smoking, as the mouthpiece is formed in the way you hold it. while some people hit it directly like a bat or a one-hitter, traditionally the mouthpiece is formed by the smoker's hands. there are several forms with which you may hold it, some are easier to use than others. very common is a two-handed grasp holding the pipe more or less vertically while hitting it, and forming an L-shaped chamber in your hands. the chillum stone prevents the mass of burning material from shooting through the pipe. as its not as fine as a metal screen, some still gets through. the damp gauze at the bottom of the pipe takes care of those little bits that DO get through. traditionally smoked by sadhus, they often use a blend of tobacco and charas, a kind of highly potent handmade black hashish.

Assuming the earlier protest against chillums was based on the popular western style - In my experience they are used almost exclusively for good dank. The bowl on mine is sized just right so that I know I'll get close to the same effect with a (chillum) bowl of really good weed as I will with a regular bowl of something less potent. I also can't think of any reasons to specifically NOT like them. They can be a little harsh without a carb, but that depends on your smoking style anyway.
