If they want to fund this war, let them/the pentagon spend their budgets including 300.00 hammers to pay for blackwater and their escalated costs.
But I think this a political ploy, those in the house can say they voted for it, but the senate will put it off until after the election. Hillary and Obama won't have to take a stand. Why don't we all look at the pentagon budget closely??? How much do we really want to spend on Blackwater? and other mercenaries?
