No, uncircumcized men do not as a whole have more premature ejaculation issues. Premies are caused by a lack of control and familiarity with a person's ejaculatory response, mental state, inexperience, and rarely medical issues.
I'm un cut and I can last a long time if I'm "well trained" but if it's been a week without shooting a load, I'm on hair trigger sensitivity.
I believe that uncut guys have a somewhat higher incidence of premature ejaculation problems, especially shortly after they first have intercourse. well.. not in my case. I have to go without beating off for about a week before sensitivity increases. Most of the time though, a lot of friction/no lube doesn't even make me stop. I'm still trying to figure out why you're so dedicated to preaching circumcision, cutted.
