Hey slybond, it's pretty hard to tell if the leaf sagging is a problem without pics. It might be over or under watering, or lots of other problems. I think that you'll be able to finish a few plants under those lights, but you would definately want to top or do some training, if you could somehow get more headroom (2 ft tall is pretty short) it'd be good too. It's always better to get a HID light, trust me bro I hear ya about being strapped for cash but the light will pay for itself through herb with the first harvest. Sites like htgsupply.com have systems really cheap, fans and filters and what not are cheap there too. Good luck.
